Rimantas Pleikys founds M-1, Lithuania's first independent radio station, as the Soviet grip loosens. A broadcaster who has spent his life on the airwaves, he understands jamming and clandestine radio from the inside.
Pleikys becomes Lithuania's Minister of Communications and Informatics, and in 1998 publishes 'Jamming', a detailed study of how the Soviet Union tried to smother foreign broadcasts, and of the utility signals, like the Buzzer, that filled the bands.
Pleikys is associated with the sober explanation of the Buzzer: not a doomsday trigger but a military channel marker, keeping a frequency occupied and confirming that receiving operators are awake. It is the interpretation most monitors now accept.
